Working Draft for ISST International Space Systems Treaty August 8th 2008

ISST will promote the International Space Program, and Space Agency collaboration for lunar exploration and lunar settlement, the further investigation of our solar system and the continuing outreach into deep space.

ISST will present guidelines for the protection and preservation of the near earth space heritage, eliminating the possibility of the contamination and destruction of an essential and a global asset.

ISST will advocate co-operative International space based scientific research and development including the development of a global framework towards asteroid mitigation.

ISST will support space based laboratories and the related research and development of materials sciences, genetic and biological engineering and techniques and applications for alternative energy resources.

ISST will confer an equitable and International approach for the various aspects of space based development including near earth space usage, earth observation facilities and associated development potentials within informational, data based and computational abilities.

ISST will operate across political and cultural borders, generating better understanding for global development and for planetary sustainability.

ISST will enable and facilitate the establishment of World Peace as the leading prerequisite of our time.

ISST will directly address current space systems issues, such as satellite security, cyberspace vulnerabilities, satellite orbital pathways, bandwidth and broadcast allocations.

ISST will promote for the availability, security and stability of Internationally mandated and Treaty enabled information and data banks.

ISST will address essential information based attributes within containments owing to threat, accident or incident.

ISST will engage for the International community within crisis and emergency, for communications and for the implementations of rapid deployment structures.

ISST will incorporate guidelines for radar and space based surveillance and associated data collations, which represent the modernization features of  interactive security theories.

ISST will posit advanced space based security structures as operational space systems protocols within an inclusive global security network capacity.

ISST will advocate global space based and technologically enabled process for non-proliferation, verification and associated environmental monitoring specifics.

ISST will recommend the bi-functionality of space based security structures within government mandates for crisis containment and essential civil society infrastructures and  undertakings.

ISST will advocate the usage of space based systems for the sharing of informational resources across political and national boundaries, allowing an early mitigation of historic political tensions into an available and effective global network consensus.

ISST will maximize the functionality of national and global communication resources and will seek the augmentation, supplementation and expansion of essential communications and information services for areas of default.

ISST will through definitions, equitable guidelines, active process and ongoing international dialog demonstrate stability, balance and the continuing containment of the tendency towards political dissonance, environmental destruction and military escalations.

ISST will develop guidelines for International data collations and for the transfer of information based analysis within governmental and intergovernmental agencies and subscribers thereby enabling and optimizing planning and solutions for both immediate and long-term problems.

ISST will address and expand the functional  boundaries between space based and ground based information and communications systems.

ISST will recommend the bi-functionality of governmental space based systems for innovative education programs and for equitable inter cultural dialog and interchange. 

ISST will encourage large scale and internationally enabled programs for education, engineering and resource development through the utilization of space systems and the associated informational and analytical capacity. 

ISST will avoid divergence of opinion and subsequent delays for Treaty related problem solving, by design  and adherence to a well defined and inclusive process for analysis, review and decision making.

ISST will provide a legislative basis for the creation of equitable definitions, universally applicable guidelines and secure operational mechanisms into the compilation and utilization of National, International and Global statistical references and wide scale data bases, thereby working to assure civil society populations adequate protection of basic rights for privacy, accessibility, and freedom from exploitation.

ISST will support the ongoing international process for environmental sustainability, enabling accurate resource analysis and informed conservation and developmental recommendations within co-operative informational frameworks for energy, water and agricultural needs.

ISST will compile and delineate Internationally acceptable “rules of the road" permitting all nations to fully avail themselves of the benefits of space-based systems for development, for security and for all  levels of civil society requirements.

ISST will preserve the inalienable rights to national self determination through phased in and well structured participation mechanisms and through opt in / opt out provisions.

ISST will seek to enable, disseminate and verify the provision of e-government facilities in support of civil society representations and accurate governmental outreaches

ISST will provide a protected international cyberspace capacity

ISST will provide an international venue for artificial intelligence potentials  

ISST will provide an inclusive all nation technological umbrella.

ISST expects to achieve the rapid opening up of the historic and technological watershed for Planetary Sustainability.  

Qualifying clauses within ISST will establish linkage into both originating outer space treaties and  subscribing informational treaties including for agencies and governmental structures.

These qualifying clauses will include within the International consensus economic guidelines for upholding the balance of interests. Seeking  the achievement of acceptable and progressive outcomes and for additional Treaty related patents, durations, expirations and intellectual properties.

Preamble  

 Whereas:

For the particular potentials of the Space Age, for both the exploration of Space and for the conservation and care of our home Planet

We the Peoples of the World seek out the guidelines and the definitions that will expand the horizons of Human Knowledge and the dramatic abilities of our Human Potential

In consideration of the historic and unforeseen global status and for the dissemination of advanced scientific and informational capacities

We the Peoples of the World undertake  the unique and the unified condition  that will formally designate the boundary into the "Information Age" 

Informed by scientific acumen immediate global communications and the remarkable attributes of global climate change

We the Peoples of the World coming together in a spirit of enlightened interest for self and for others

Regard the potentials now offered by Space Based Systems to be unprecedented ones and requiring of careful thought and well intentioned utilization

Hereby:

International Space Systems Treaty ISST designates and recommends the "active" usage of consensual and subscribing Space Based assets within an Internationally obtained and Internationally legislated Informational Platform

ISST Informational Platform is therefore designated as being an Essential Global Asset in times when the balance of interests is Universally sought at the Global, International and National levels

Thereby:

ISST Undertakes the task of offering to all Peoples everywhere

Through the potentials and capacities of Space Systems usage

The basic assurances and the fundamental principles that give rise to the Universal Suffrage

ISST Provides that these valuable Space Systems utilizations be made available to all Peoples

Freely offered and freely taken within the Community of Nations
